Il primo direttore dell'OPCW, Josè Bustani, ha dichiarato:
"Le convincenti prove di comportamento irregolare nell'investigazione dell'OPCW sul presunto attacco chimico di Douma, conferma i dubbi e sospetti che già avevo"
"non riuscivo a trovare un senso in quel che leggevo nella stampa internazionale. Anche i verbali ufficiali delle investigazioni sembravano incoerenti nel migliore dei casi. Il quadro è certamente più chiaro ora, per quanto molto allarmante"

“I could make no sense of what I was reading in the international press. Even official reports of investigations seemed incoherent at best. The picture is certainly clearer now, although very disturbing,” the former OPCW head concluded.)
Da ricordare che nel 2002 Bustani, quando era a capo dell'organizzazione, era stato minacciato da John Bolton il quale sottolineò "sappiamo che hai due figli e che vivono a New York", perché l'OPCW aveva raggiunto un accordo con Saddam Hussein sui controlli da effettuare.
